STARRETT CITY - Officials say about 20,000 Starrett City residents lost power in the middle of the brutal heat wave today.

Residents were forced to deal with no air conditioning, running water or phone service at the Pennsylvania Avenue building.

The outage was brief, lasting only an hour.
