BROOKLYN - Brooklyn commuters were sent scrambling this afternoon following the announcement that all city trains, subways and buses will be shutting down tonight at 7 p.m. MTA officials say their hurricane plan requires that they shut down services before winds reach speeds of 39 mph. The major announcement is already causing difficulty for those who rely on public transportation. Some commuters say that although it is a hassle, it is keeping citizens safe.
