BROOKLYN - Lawyers for the city and contractors are appealing a judge?s decision to block a $575 million settlement for thousands of Ground Zero workers.

Attorneys say Judge Alvin Hellerstein does not have the authority to block the settlement. The judge initially blocked the payment saying the awarded sum was not enough.
