City councilman proposes tenant's bill of rights

BROOKLYN - A city councilman is proposing legislation that would require landlords to post a tenant's bill of rights inside their buildings.

According to Councilman Fernando Cabrera, the document would advise tenants they can't be evicted without a judge's permission and a court-ordered warrant.

Also, tenants would be made aware the landlord must provide hot water at all times and a certain amount of heat depending on the temperature, among other rights.
