BROOKLYN - The city has proposed a plan to build a 13-story condo complex in a vacant lot on John Street, which is a flood zone.
 
Brooklyn Bridge Park officials say the 130-unit building could be a condo with retail stores and 110 parking spaces.
 
Many disagree with the plan following the destruction brought by Sandy, saying that the city needs to re-evaluate plans for building on the waterfront.
