BROOKLYN - New York City officials are developing new measures that will make it easier for small businesses to follow rules and regulations.

Among the new initiatives is creating a business owner's bill of rights.

City agencies have also been directed to allow the public to comment on proposed rules changes before they're finalized and posted on the city's website.
