NEW YORK - Mayor Michael Bloomberg yesterday declared a weather emergency for New York City.

The mayor urged drivers to stay off the roads unless there is an emergency and reminded Brooklyn residents to call 311 to report all non-emergency issues.

Bloomberg also outlined what the city is doing to improve its snow-removal efforts.The Mayor said the city is responding well to snow removal and streets are being plowed efficiently.Public transportation is experiencing severe delays for subway lines. Bus lines have been suspended.
