(09/17/10) BROOKLYN - The FDNY is unable to hire any new rookie firefighters until a new entry exam is created.

A judge recently decided that the current test was discriminatory because the written portion was passed by far fewer black and Hispanic applicants than white. The FDNY is appealing the decision.

Meanwhile, the city tried to work up scenarios to take on applicants who had recently passed the rejected exam, but said none of the solutions will work because they all deal with race-based quotas.

The new test is expected to take nearly a year to write.
