Gov. Cuomo to deliver State of the State speech

ALBANY - (AP) - Gov. Andrew Cuomo will use his first Stateof the State speech to cast himself as the hard-fisted managerneeded to lead New York in a fiscal crisis.

In Wednesday's speech the Democrat will call for what heconsiders bold action to create a rejuvenated Empire State.

Cuomo faces the worst economic slump since the recession thathelped throw his father, Gov. Mario Cuomo, out of the job in 1994.

Andrew Cuomo's first major address will be before nearly 2,000politicians and other guests. He relocated it from its traditionalvenue in the Assembly chamber to a large conference center indowntown Albany.

The key to his success will be the Legislature, which hasderailed past governors' efforts.

Cuomo is providing time for speeches by the leaders of theAssembly and Senate.
