CONEY ISLAND - A judge has ruled that the city can move forward with its plan to replace five blocks of the Coney Island boardwalk with plastic and concrete.

A nonprofit group called 'Friends of the Boardwalk' sued the city's Parks Department saying the agency failed to conduct a study on how its plan to replace the boardwalk with concrete would affect the environment.

The group says its lawyer will review the decision to decide whether or not they want to appeal it.
