BROOKLYN - A federal judge is holding a hearing on whether unpaid furloughs for state workers are unconstitutional.

Earlier this month, the judge blocked Gov. David Paterson from imposing furloughs approved by the legislature. The furloughs would force more than 100,000 state employees to work four days a week instead of five.

Paterson argues the furloughs were necessary during the state fiscal crisis. State workers rallied in protest earlier saying the cuts violate the U.S. constitution?s contract clause.
