BROOKLYN - Mayor Bill de Blasio says a code blue is still in effect for the city.

The mayor is suggesting people stay inside until the bitter blast ends.

He is urging people to try and get fellow New Yorkers out of the cold.

Officials say if you see a homeless person call 311 immediately to help them find shelter.
