EAST NEW YORK - Although the floodwaters have receded from last week?s nor?easter, residents of one East New York neighborhood say their problems aren?t over. Residents of 122 Doscher Avenue say their apartments have been flooding frequently for eight years. They showed News 12 Brooklyn holes in the ceiling with flowing water and paint peeling on the walls. One resident says she was forced to alert the fire department, which in turn turned off electricity to her apartment to avoid fires. The New York City Department of Housing Preservation and Development reports the building has more than 20 open violations on file.
