SHEEPSHEAD BAY - The New York City Department of Investigation released its report today on the 2010 Christmas Weekend blizzard response, concluding there was no evidence of a massive slowdown by Department of Sanitation workers.

The investigation did raise other issues, however. Some sanitation workers were caught on surveillance video buying beer while waiting for help, according to the report.

The investigation also found the department told some workers to just stay with stuck trucks. Other problems included broken snow-tire chains and an order to stop salting roads.
