BROOKLYN - Brooklyn residents say they are not surprised New York lawmakers are breaking for a Fourth of July vacation despite the state's budget being months overdue.

"I don't want to say it's corrupt, but they all just look out for each other," says one resident.

The budget, which was due April 1, is estimated at about $136 billion. The state has been running on emergency spending bills in the interim.
