BROOKLYN - A task force established by Gov. David Paterson to address police-on-police shootings held public hearings Thursday in Manhattan.

The task force, which was put together after the May 28 friendly fire shooting of Officer Omar Edwards, is trying to find solutions that will better help protect officers.

NYPD Police Commissioner Raymond Kelly wrote a letter to Paterson detailing a 14-point plan to address the issue after Edwards' death.

An NYPD report has found that nearly 1 in 5 undercover officers in the department has been mistaken for a criminal by fellow officers - and has come face-to-face with a loaded gun.

AP wire services were used in this report.
