EAST FLATBUSH - Brooklyn is home to two top-rated city parks, but home to many run-down ones, according to an organization's annual report.The watchdog group New Yorkers for Parks rated East Flatbush's Fidler-Wyckoff House Park and Red Hook's Louis Valentino Jr. Park as two of the city's top 10 parks.A Mill Basin park scored the poorest in the borough. The organization evaluated more than 100 parks citywide based on cleanliness, bathroom facilities, playing fields and playgrounds.

The New York City Department of Parks & Recreation counters that nine out of 10 city parks meet acceptable cleanliness standards.
