A New York State Commission has denied a Bay Ridge hospital's expansion plan.
The SUNY Downstate Medical Center, formally the Victory Memorial Hospital, had plans to build a new emergency room. And while the state report focuses on restructuring health care in the city, it found that nearly 30 percent of hospital beds in Brooklyn are vacant on an average day.
A SUNY Downstate representative says officials believe a full service emergency room is necessary at the site.
