'Marine mischief' off Red Hook lands suspect in cuffs

A Brooklyn man was arrested for allegedly taking a Revolutionary War-era submarine replica for a cruise near a Red Hook Terminal security zone Friday.
Police arrested 35-year-old Philip Riley, who they said was inside the vessel found near the Queen Mary 2. Two others who were in a small inflatable boat close to the sub were also taken into custody for questioning.
A Coast Guard spokesperson said the vessel was not registered and was not safe to sail because it had no lights or flares.
Police said the incident did not pose a terrorist threat. Police Commissioner Ray Kelly described the incident as ?marine mischief.? He said it was the ?creative craft of three adventuresome individuals.?
Police said the three men could be charged with a number of violations. Both the submarine and the inflatable boat are in police possession.
