Con Edison's largest union has asked state regulators to step in and end the lockout that has dragged on for nearly two weeks, according to a published report. The Wall Street Journal says the union filed a petition with the state's Public Service Commission yesterday. It claims the company isn't capable of providing adequate service with its smaller workforce. Managers and out-of-state workers have replaced the nearly 8,500 locked-out union workers ever since the utility told them to stay home until contract negotiations are worked out. Con Ed says it's responding to all service and emergency calls. The previous union contract expired back on July 1. The messy contract dispute centers around pensions, pay raises and medical benefits.Con Ed lockout continues following contract rejection
