The first court hearing on NYPD "stop and frisk" tactics will be centered around a Bronx apartment building today. The lawsuit was filed on behalf of the residents of an apartment building on 163rd Street who are enrolled in a program where landlords request police patrols to remove loitering non-residents. The lawsuit argues that the officers involved unlawfully stop, question, frisk and sometimes arrest people on suspicion of trespassing without justification. Mayor Bloomberg and Police Commissioner Raymond Kelly have defended "stop and frisk" as a necessary crime-fighting tool.
