Mayor Bill de Blasio proposed Thursday drastically cutting greenhouse gas emissions in New York City with new rules for building owners.

The legislation would require more energy-efficient heaters, boilers, roofs and windows. Landlords who ignore the rules would face fines ranging from $60,000 to $2 million, depending on the size of their building.

The plan would also create an estimated 17,000 jobs, according to the mayor.

"When we reduce energy consumption in our buildings and address climate change, we're also creating good local jobs that can't be outsourced," he said.

But the advocacy groups New York Communities for Change and the People's Climate Movement New York say the plan doesn't go far enough.

"Under this plan, emissions would be reduced by only 7 percent by 2030," they said in a statement. "A modest goal, easy to reach, that will require little sacrifice and produce negligible results."

If City Council approves the plan, buildings would have until 2030 to make the changes.
