Gov. Cuomo pledges to fix 'egregious' NYCHA conditions

Gov. Andrew Cuomo has pledged to do everything in his power to fix what he calls "egregious" conditions at New York City Housing Authority complexes.
Joined by city and state leaders, the governor toured an apartment at the Jackson Houses in the Melrose section of the Bronx..
Cuomo called the peeling paint, bugs and mold disgusting, saying the conditions were unacceptable for any person. Tenant Jeffrey Blyther says the conditions led to a fall that caused him to have to use a wheelchair. He lives there with his daughter and her 14-month-old son.
Cuomo brought up other public housing concerns, including the lack of heat and possible lead paint exposure.
Hours later, the mayor's office held a news conference in which it defended its actions, saying NYCHA submitted a plan in November that has not yet been approved.
The governor says he doesn't want to place blame and also mentioned systemic problems and neglect within the city and NYCHA management. He went so far as to say that he's prepared to issue a state of emergency and that he's waiting to hear from City Council about its recommendations for what his next steps should be.
Cuomo says he wants to know City Council's proposed resolution by Tuesday. If Cuomo doesn't have those recommendations, along with the state Legislature's solution, by when the budget is due April 1, he will decide what steps to take himself.
