Man arraigned in beating of Hasidic man caught on video

The DA's office says a man seen in a video attacking a Hasidic man in the middle of the street has been charged.
Assemblyman Dov Hikind says he has spoken to the victim of what he calls a brutal attack. 
The victim says the beating came out of nowhere Sunday morning while he was walking near 46th Street and 13th Avenue in Borough Park.
The DA's office says Farrukj Afzal was arraigned on charges of attempted assault, assault, menacing and harassment. The act was previously being investigated as a hate crime.
The victim says Afzal approached him, punched him in the face multiple times, chased him into the street and continued to punch him.
The DA's office confirms that the victim was taken to the hospital for a cut lip and tongue, bleeding from the mouth, a cut on his ear, swelling to the hand and scratches on his foot and head.
