Mayor Michael Bloomberg says city cuts are looming after a judge shot down his plan to expand taxi service in the outer boroughs. The plan would have let the city sell 18,000 permits, allowing livery cabs to legally pick up street hails outside of Manhattan. On Friday, a judge ruled the plan unconstitutional. City lawyers say the move would have brought $635 million in revenue this year, money the mayor was relying on in his latest budget. Now, he says some city employees will lose their jobs, either through layoffs or attrition. The city is appealing the judge's decision.
