The city is investigating the legality of a Bushwick parking lot where a 4-year-old girl was struck and killed Sunday.
It's at the corner of Hart Street and Wyckoff Avenue, and that's where Luz Gonzalez was riding her scooter when a woman struck and killed her while pulling out of the lot.
The little girl's mother had stopped her to tie her shoe. After she knelt down, the car struck them both. 
Police say the driver has not been charged, even though she left the scene.
The city Department of Buildings says it received three complaints about the parking lot's design after the incident -- but none beforehand.
The parking lot requires drivers to cross the sidewalk to get in and out.
The DOB says it may take legal action against the property owner, depending on the outcome of its investigation.
