The city alleges that the landlord of The Majestic building is failing to make repairs and has hundreds of outstanding violations.
Tenants say that they are suing him for failing to make repairs, and employees are also suing over unpaid wages.
The landlord has been taken to court by the city twice before and ordered to pay $37,000 in penalties. The city has made $50,000 in emergency repairs to his property.
