A disabled Brooklyn tenant says this is the second summer she will be going without air conditioning in her apartment.

Elizabeth Ramos, 56, who has scoliosis and respiratory failure, lives in the Spring Creek Towers.

Ramos says management will not allow tenants to install their own air-conditioning units, and that she is hung up on when she calls them about the central air not working. She's also constantly nervous that the power she needs for her respirators is going to go out at any minute because that happened four times last year.

Spring Creek Towers tells News 12 that cooling is provided to residents through a dual temperature piping system in which a leak was detected last month.

"When excavation to get to the leak began last week, it was discovered that the whole section of dual temp pipe was in poor condition and in need of immediate repair and/or replacement," Spring Creek said in a statement. "Multiple crews immediately undertook this project, working around the clock. This work is anticipated to take three weeks."

Management says their temporary solution is providing residents with fans. They're also telling tenants that they can go to the Brooklyn Sports Club cooling center until the problem is fixed.
