? The father of a slain Bedford-Stuyvesant girl's half brother plans to sue the city agency that he says failed her and his son.
Nixzmary Brown?s family says the Administration for Children?s Services (ACS) ignored the abuse in her home. Lawyers claim their young client was also a victim and was forced to watch Nixzmary being tortured. Nixzaliz Santiago and Cesar Rodriguez, Nixzmary?s mother and stepfather, face second-degree murder charges for her death.
Rodriguez is accused of binding, beating and molesting the 7-year-old. He is also charged with sex abuse and child endangerment. Santiago is also charged with child endangerment. Both have pleaded not guilty.
