The millionaire endorsed by Republican leadersas their candidate for the congressional seat being vacated by Rep.Vito Fossella has died at his Staten Island home. Relatives say Frank Powers died in his sleep of natural causesSunday. Powers was 67. Powers was a board member of the Metropolitan TransportationAuthority, which runs New York's massive bus and subway systems.The retired Wall Street executive contributed often to GOPcandidates but hadn't run before for public office. Fossella has held the House seat since 1997. But he was arrestedin May on drunken-driving charges and later admitted he hadfathered a child out of wedlock. He decided not to run forre-election. Democratic leaders have targeted Fossella's seat, whichRepublicans have held for almost 30 years.
