Mayor Bill de Blasio wants to get the wheels rolling on a $2.5 billion streetcar system that would link Queens to Brooklyn.
His proposal calls for an above-ground rail that would run a 16-mile scenic stretch along the East River.
The trolley would start in Astoria, travel through Williamsburg, Downtown Brooklyn and Red Hook and culminate in Sunset Park.
Some residents say they oppose the idea, criticizing it as extravagant and saying it would create noise.
Development would start by 2019, and service could arrive in 2024.
The city could move forward with the plan without state approval, but would still have to undergo a review process in neighborhoods it would travel.
