The officers-in-training were put in a tactical village in The Bronx to help illustrate routine encounters. The skits help hone the definition of 'reasonable suspicion.' The training also puts a special emphasis on approaching those who may fit the bill in a respectful, courteous way.
Critics describe the skits as cookie-cutter and say they do not reflect reality.
The training commissioner says officers debrief after every scenario and have a written test when the training is over.
