Freezing temperatures outside shouldn't stop anyone from being cold inside their apartments.
The city has heat requirements that all landlords must follow.
If it's below 55 degrees outside between 6 a.m. and 10 p.m., then it must be at least 68 degrees inside your apartment.
During the overnight hours, it must be at least 62 degrees inside your home no matter what the temperature is outside.
Building owners are also legally required to provide hot water all year.
Any resident who feel their landlord is not complying with standards is urged to file a complaint by calling 311 or filling a form out online.
