The officer who fatally shot an unarmed Bronx teenager was not properly trained, NYPD Commissioner Ray Kelly has confirmed.
Kelly called for a citywide review of the street narcotics enforcement unit's training tactics after officer Richard Haste was found to have had no street-level narcotics or plainclothes experience.
Ramarley Graham, 18, was killed in his own home during a narcotics bust gone awry. Haste and his supervisor are both on restricted duty.
