Red tape is denying Brooklyn women access to a contraceptive that should be readily available, according to the City Council.

The council released the findings of a study about access to Plan B Sunday. When taken within 72 hours of sex, the pill cuts the risk of pregnancy up to 89 percent. The FDA changed policy six months ago, allowing Plan B to be dispensed over the counter for women 18 and older.

The City Council surveyed 155 pharmacies citywide and found Brooklyn pharmacies are still not carrying the pill. Drug maker Duramed, a subsidiary of Barr Pharmaceuticals, Inc., counters the drug is not available because it must complete the process of initiating education programs about Plan B. Duramed says the FDA requires the process.
