Police arrest man caught on video setting fire to Brooklyn building

Police have arrested a man seen on video setting a fire inside of a Brooklyn apartment building.

Police have arrested a man seen on video setting a fire inside of a Brooklyn apartment building. 
Video shows a man coming out of the stairwell and throwing something at an apartment door that then bursts into flames. 
Police say the incident happened inside of 2780 West Fifth St. in Coney Island around 9:45 p.m. on Monday night. 
Police have arrested 38-year-old Yevegeniy Kotlyarov, who lives in the building, for arson. 
Kotlyarov was also arrested just last week on June 11 for another arson in the building.
