Residents of 16th street say a developer on their block is building illegally.
The residents say workers began pouring concrete at 6:30 a.m. Friday, which is before they can legally begin working. They say it is part of a pattern of illegal work that allowed the developer to complete enough of the building?s foundation to build the condominiums under old zoning laws, which allow for much taller structures.
The transportation department issued a ticket for the cement truck illegally blocking the sidewalk. The buildings department says it has received complaints that work is taking place after hours and will investigate.
