Gov. Andrew Cuomo has announced new driving regulations that the DMV will enforce on motorists who persistently drive under the influence of drugs and alcohol. Under new regulations that are effective immediately, the DMV will review a lifetime record of any driver re-applying for a license after it was revoked. The DMV can then permanently deny the application for serious past convictions. For lesser convictions, the DMV will delay the application or place an interlocking device in the car. Officials estimate that about 20,000 drivers will have their licenses delayed or taken away permanently as a result of these regulations. About 300 New Yorkers are killed and more than 6,000 injured as a result of alcohol related crashes each year.
