NYPD Commissioner Ray Kelly says the arrest of a 21-year-old Bangladeshi man who plotted to blow up the Federal Reserve building in Manhattan is one more reminder that New York City remains a target.

According to investigators, Quazi Mohammad Rezwanul Ahsan Nafis, who was living in Queens, helped assemble what he thought was a 1,000-pound car bomb. They say he was intent on blowing up the building and spoke about his determination in a video that he asked an undercover FBI agent to tape.

Nafis was arrested Wednesday morning by his associates, who were actually undercover officers. He appeared in federal court in Brooklyn later that day for a brief arraignment, but did not enter a plea.

Authorities say Nafis had proposed several spots for an attack, including the New York Stock Exchange. He was being monitored closely by the FBI and members of the Joint Terrorism Task Force, and prosecutors say the public was never in danger.

Nafis is facing several charges, including attempting to use weapons of mass destruction and attempting to provide material support to al-Qaida. He is being held without bail at a federal detention center in Brooklyn.
