Restraint put on use of shackles during births

Gov. David Paterson has signed a bill to make prison childbirth safer for woman and their babies.
The bill bans the use of shackles on inmates during childbirth, but does make an exception for when a woman is deemed to pose a danger to herself or others.
New York is the sixth state to largely ban the use of restraints on women during child birth.
