Police: Body found in water was tied to cinder block

A man has been found dead in the water near East 58th Street and Avenue U in Mill Basin, officials say.

The man was found unconscious and unresponsive, and was pronounced dead at the scene.
Police confirm that the man's body was found wrapped in a blue tarp that was wrapped in duct tape. They say the man's legs were tied with an orange electrical cord that was tied to a cinder block.
