Residents were urged to take extra caution while outside Sunday due to the high wind gusts and slippery conditions.
People could be seen quickly walking along streets under umbrellas and in full rain gear.
The usually bustling strip of restaurants on Emmons Avenue was barren Sunday because of the inclement weather, and many planning on heading out for Halloween over the weekend said their celebrations were dampened.
News 12 meteorologists say heavy rainfall, flooding and damaging winds were expected overnight.
