Developer Bruce Ratner says he wants to build 16 skyscrapers, an18,000-seat arena for the professional basketball franchise andthousands of apartments. The area currently is occupied by a railyard, industrial buildings, and some businesses and homes. The case is Goldstein v. Pataki, 07-1247.
