Video shows passenger panic as dollar van driver evades police

What started as a cheap way to catch a ride ended in chaos in East Flatbush.
On the morning of Dec. 3, investigators say a dollar van filled with passengers tried to evade police after officers tried to pull it over.
Video shows passengers yelling in panic as the van traveled down Utica Avenue.  Police followed closely behind the van for over two minutes before the recording starts. 
One person on board pleaded with the driver to stop, saying she had a baby with her. The driver eventually stopped and fled from the vehicle.
Passengers were able to get out, but not after more confusion was added to the process.
After everyone exited, a woman standing by the driver's door with a wad of cash handed out money to some passengers before keeping what was left. Others then rushed her, asking for money.
The woman who had the money says the driver is her brother.
One man was seen confronting the woman, saying he thinks she stole the money from the van.
News 12 reached out to the Department of Finance, which oversees the sheriff's department, which made the initial stop. Investigators say although the driver took off, he left his ID in the van. Based on that, they say they found out the driver had an open complaint with the NYPD for menacing with a firearm.
It is not yet clear if the driver had a Taxi and Limousine Commission license.
