Tenants at a public housing complex in Williamsburg are unsatisfied with the city's response to leaks in their building. Residents at the Independence Houses say their ceilings have been bubbling and cracking since last week. Officials with the New York City Housing Authority say toilet water from a 19th-floor apartment trickled downward after a valve ruptured. Tenants say they have filed several complaints with the housing department, but have yet to receive an expedient response. Housing officials report that they have fixed the valve issue and are currently troubleshooting other water problems.
