Bed-Stuy resident demands answers after months without heat

Javvon Baxter, a tenant at 277 Gates Ave., said she hasn't heat in more than three months.
No heat is the most recent issue. News 12 crews captured mold growing on her deteriorating bathroom walls, a broken oven door and non-working elevators.
Other tenants tell News 12 the elevators have more out for more than six months. With many residents using canes and wheelchairs, it continues to be a major issue.
On the NYC Department of Housing Preservation website, the building's listing is overrun with complaints and violations.
Baxter said, after cries for help to both her landlord and management, she has yet to receive any help. She noted her rent is full paid and up to date.
"This is what I have to deal with until I find something better," said Baxter.
News 12 reached out to Concord Management, which manages the building. Its calling center picked up the phone and would only take a message. News 12 has not heard back.
Baxter said she has a court date set for Feb., 6 but is unable to afford a court fee or housing attorney.
She said she just wants answers.
News 12 reached out to the NYC Department Of Housing Preservation, and it sent the following statement:
"We take these types of building conditions very seriously and are looking into the situation immediately. Any tenants with similar struggles should reach out to our inspection team by calling 311."
