An abandoned and neglected dog was rescued from the roof of a church at 1989 Atlantic Ave.

It happened on Nov. 8 at almost 2 p.m.

Police responded to 311 complaints of an abandoned dog on the roof. When police arrived, they found the dog muzzled, chained and without food and water.

The ASPCA was notified, and the dog was taken to an animal hospital for care. The dog is now in the ASPCA's care.

Police arrested 47-year-old Yasunari Ikuma the next day inside the same location.

He is facing charges for torture, injuring, not feeding an animal and abandonment of animals.

Neighbors of Ikuma tell News12 they know the dog as “Ziggy” and claim he is typically aggressive.

One person told News12 he has seen the dog through his window, on the roof of the building, several times before this latest rescue, although he could not recall seeing any form of neglect.
