First deputy Randy Mastro signed an executive order allowing Immigration and Customs Enforcement to return to Rikers Island.
He says the order is carefully written to comply with sanctuary city laws. Those rules allow the city to cooperate with criminal investigations.
Officials say the focused target will be international organizations like MS-13.
