Alafia development brings affordable housing and wellness to East New York

A major affordable housing development aimed at addressing social, economic and health disparities is taking shape in Central Brooklyn. Alafia, a $387 million project, is beginning construction on the second of six planned phases, bringing stable housing and access to wellness services to residents like Vanessa Carrero.
Carrero says moving into her new apartment was an emotional moment.
“I didn’t sleep the night before I came in,” she said. “I started jumping around in the apartment. I actually got on my hands and knees and thanked God.”
For her and many others, Alafia represents a fresh start.
Arlo says that on-site supportive services will be provided by Services for the UnderServed, funded by the Empire State Supportive Housing Initiative (ESSHI) administered by the New York State Office of Mental Health (NYSOMH) and the New York State Office for People With Developmental Disabilities (OPWDD).
The first phase of the development includes energy-efficient, geo-thermal housing units designed for people who were formerly homeless and those with intellectual and developmental disabilities. According to Arlo Chase, senior vice president at Services for the UnderServed, the project is a collaborative effort with L+M Development Partners, APEX Building Company, and RiseBoro Community Partnership. Together, they plan to build more than 2,500 units of fully affordable housing, effectively creating an entire new neighborhood.
Beyond housing, Alafia is designed as a wellness-focused community. Residents will have access to a computer room, fitness center, courtyard, playground, laundry facilities, resident lounge, and on-site mental health services. Carrero says those supports make a significant difference.
“It’s a sigh of relief knowing I’m not by myself here,” she said. “Having a wellness coach, being able to speak to somebody other than my therapist, I can go directly to them.”
Construction on Phase 2 is already underway and is expected to be completed by the end of 2026. Chase says future phases will continue to expand the community with additional housing, fitness loops, a healthcare facility, retail space and parking.
All six phases are expected to be completed within the next six years, further expanding access to affordable housing and supportive services in the neighborhood.
