Amy Butowicz says over a week ago, while on an evening stroll with friends, her dog Fritz was attacked by what Butowicz believes was a pit bull.
Butowicz says the owner wasn't holding the dog's leash and that's when the dog ran, ripping the Cockapoo out of her hands, the pit bull sunk his teeth into Fritz's chest.
Fritz was hospitalized with puncture wounds, severe bruising and broken ribs.
Neighbors told Butowicz this wasn't the first time that this dog has shown aggressive behavior.
She says she wants owners and their dogs to be held accountable.
Butowicz says the police told her, "You can't file a police report because it's not a criminal case and that all you can do is the official bite report."
She says she filed a bite report with the Department of Mental Health and Hygiene, adding the department said they have 10 days to track the dog down and see if it's healthy.
"I hope for a change. I hope that there's justice for all the dogs out there and people that have been bitten by dogs," said Butowicz.
The Animal Care Centers of NYC says they are aware of the incident and are conducting an investigation.
